（1）Responsible for the application, implementation, and acceptance of special projects to improve scientific research conditions, as well as the configuration of large-scale instruments.

（2）Responsible for establishing and improving the rules and regulations for the management of state-owned assets.

（3）Responsible for government procurement.

（4）Responsible for the establishment of the internal control system.

（5）Responsible for the management of enterprises affiliated to the institute and other industrial development projects.

（6）Responsible for the daily management of scientific research materials.

（7）Responsible for the implementation of national financial regulations and rules, and the formulation and implementation of SHVRI financial rules.

（8）Responsible for organizing the preparation of annual financial budget statements, supervising the implementation of the budget, providing financial analysis reports, and providing decision-making basis.

（9）Responsible for supervising and reviewing the management and use of various funds, and preventing financial risks.

（10）Responsible for day-to-day financial management.
